In Washington State, families may pertition the juvenile court
for help managing At Risk YOuth. Benton and Franklin Counties have designed
a process by which Truancy, CHINS, and At-Risk Youth petitions are filed.
Our staff is trained to share this information with you.
At-Risk Youth Petition (ARY)
A parent may file an At-Risk Youth Petition if the family has exhausted
support services and the young falls into one of the following categories:
1) The child has been absent from the home for more than seventy-two
(72) hours without parental consent.
2) The child is beyond parental control such that the child's
behavior substantially endangers the health, safety and welfare of the
child or another person.
3) The child has a serious substance abuse problem and there are no
pending criminal charges related to the substance abuse.

Once a legal petiton is filed and heard, an At Risk Youth may be granted
by the Juvenile Court. The child and his/her parents are then subject to
the following the terms of the petition or face contempt of court.
Child In Need of Services (CHINS)
A CHINS Petition may be filed by a parent child or caseworker. A CHINS
Petition is filed in cases where the child cnanot stay in the home. The
behavior requirements are similar to the At-Risk Petition; however, the
child is placed outside the home. Services are provided in an effort to
reunite the familiy as soon as possible.
Compulsory School attendance (Truancy)
Truancy statues have been revised mandating school districts file Truancy
Petitions under certain conditions. Benton and Frnaklin Counties' school
districes have collaborated with the Juvenile Justice Center to develop
a comprehensive truancy system. This system involves the use of volunteer
Community Truancy Boards. The truancy system in our counties provides support
along with accountability.
